The main objective of this research was to identify and appraise the principal reasons that influence in the success of the ConsÃrcios de Desenvolvimento Intermunicipal para GestÃo de ResÃduos SÃlidos Urbanos Portal da Mata Sul (Portal da Mata Sul Municipal Consortium to Urban Solid Waste Management). Join the Consortium the districts of Rio Formoso, Tamandarà and SirinhaÃm and, it is located in the South Forest Area of the State of Pernambuco - BR. The decision to carry on this descriptive case study was due to the following reasons: it was verify through bibliographical researches on similar works about Municipal Development Consortium, that the majority, only infer on the importance of its creation and on the models of these co-partnership management, as an effective tool for Local Integrated Solid Urban Waste Management, but lack information referring the efficacy of the model after its creation; the Portal Mata Sul Consortium was the first one created in the State and, after 2 (two) years of its foundation did not succeed and, it was chosen as pilot project in the Area and, thus, it is a referential experience on creation of the integrated local model for urban solid wastes management in the State. The integrated management of urban solid wastes is a unanimity issue among specialists of sanitation areas as an efficient and effective solution of the solid waste handling, which the Municipal Development Consortium is considered an instrument to increase the model. To carry out the case study, it was used as instrument of data collection research on documents and semi-structured interviews, following a previous scheme, with the most important persons of the subject. The result of the study presents precious data for the creation of politics and public management of municipal consortium to urban solid waste. Its true as it shows limitations on the local integrated management of urban solid waste and, therefore, about the effectiveness of such subject. The research conclude for the viability of the consortium, considering some suggestion: creation in totality of the management model for the consortium; accomplish the responsibilities of the Social Statute by the partners City Halls; adaptation of some treatment equipments and final destination of the waste proposed for the Consortium, be overcome
