RESUMO

This work presents an exploratory research about the components of the constructo of organizational commitment and the possibility of correlation with participative management. This work shows the main insights and multidimensional models of commitment, aiming to identify whether the participation of public servants in the making of their organizations objectives has any correlation with the models of Meyer, Allen and Medeiros, well-known authors in the organizational commitment arena. This work gathers 363 structured questionnaires filled up by employees and public servants of nine organizations located in Ceará state, Brazil, being two of them directly connected with the public sector. The data collection occurred from June 2008 to March 2009, where the responses were statiscally treated through descriptive and inferential techniques. It was attempted to identify relations amongst thirty dependent variables present in a questionnaire that was scientifically validated and adopted by Medeiros, along with Meyer and Allens studies, and six independent variables based on Ouchis Z Theory. The results identified five components of commitment that are interpreted according to the chosen theories. In conclusion, this study did not identify the correlation between the participation of employees in the making of strategic objectives with the renowned methods, which does not contradict the theory that defends participative management as stimulus of motivation and commitment, although it was not possible to find correlations between this management model and the methods defined in the organizational commitment constructo. The study revealed, however, moderate relation amongst the six independent variables defined in the adopted questionnaire. Such information led to the conclusion that one of the main hypothesis of this study that shows possible relation of participation in the making of strategic objectives, suggesting a better understanding and acceptance by some of the employees and public servants , was considered valid according to the adopted sample.
