RESUMO

The process of projecting, building and managing a public urban park, inside an expanding metropolitan area involves a series of factors that should be analyzed under various points of view. Contemporary society has been through intensive changes within the last 40 years. Urban population has surpassed rural, establishing a new way of life; greater attention on fitness created new demands on equipments and physical activities; Shopping Centers brought new meeting areas to the people; increasing care on ecological demands has transformed the way on which cities are built, domestic technological entertainment gave life to new ways on virtual socialization and the outcome of club condominiums with large exclusive in premises recreation programs created social interaction areas based in a much lower cultural diversity. This set of changes is reflected in the way city is created, specially free public space where environmental, socialization and leisure matters are intensively present. The observation of these issues avoids the creation of pre-established park models and the importing of foreign models that will not match the context in which the parks are created. It is necessary that modern urban parks quit being a product of the industrial era and start being a free public space for the new technical-scientific-informational era. This works purpose is to reflect upon the range of the issues that should be taken under consideration in the process of dynamic complexity in the elaboration, implanting and managing of a regional public park within an expanding metropolitan area, in such a way as to generate free public areas that match its own context, and referring to present issues to our society, such as the dynamic of waters, metropolitan scenario changes, new hobbies and the challenge of creating a more efficient managing, with a citizenship and participating awareness. The Iguaçu Park was chosen as a case study, once Curitibas process of public parks and woods has a singular perception in Brazilian context and it holds half of the whole parks area. Its regional character, its location at the border of three important cities, its relevance for the superficial draining system and the fact of sheltering the main State river spring, its role in the environmental preservation and its potential for expanding leisure areas in the Capital City were determination factors in its choice. It is a non finished park, whichs landscape is in a constant transformation process. Its huge extension, the set of specialized compartments, its interruption by illegal settlements, the controlled access preservation areas and the lack of physical integration in its whole area are relevant factors for its scattered perception. In a future scenario, its fragmentation process will be proved fatal for the parks socio-environmental structure, which should be under obligatory protection.
