RESUMO

This work represents a study of skills in the export of Brazilian software, trying to understand how the country is positioned in the external market and how it could be positioned. To perform this study was developed an analysis, based on the environments institutional, technological and organizational. To analyze the institutional environment it was evaluated the performance variables of the government, with laws and sectoral policies including foreign investment, the certifications and funding; The technological environment with the state of technology and R &D in the country and the world; And the organizational environment facing the persons, partnerships, products and strategies. For this study organizational were surveyed 33 companies of national capital, regardless of its size, which export software. These environments, together with the placements of companies were faced with the disclosures of the Central Bank, WTO and UNCTAD, confirming the potential not declared, but existing in Brazil to market software with the external market. After these analyses, we can notice that the main fault presented is in the origin system country, or better characterizing, in the government. The proposed policy for the sector are numerous, but few are actually used and validated, making the system inefficient, despite the potential displayed by companies active in foreign markets.
