RESUMO

This thesis presents the results of the research realized in the years 1998 to 2002 about the principal technological, energetic, territorial and environmental aspects related with the hazardous industrial wastes processing in the c1inker kilns of cement plants. The analysis considered this activity a complex system with risks and uncertainly, because occur, and can occur, other damages to workers, to citizens and to environment, beyond these associated to cement production using traditional energetic. It comments definitions, concepts and rules relatives to hazardous industrial waste thermal treatment, co-incineration, and co-processing in the cement plants. The statistics to transport waste and environmental permits to cement plants installed in the Metropolitan Area of Belo Horizonte, MG, show the waste generators - the major associated to petroleum refine, petrochemicals, mechanics and metallurgical industries signalized the principal rotes to transport and the locals with the highest risks to occur accidents in the hazardous waste transportation, and the possible chemical contamination rotes until the cement uses. The search did show the water resources contamination, the persistent air pollution in the urban areas and the geological and archeological degradation properties. The investigation results to make c1ear that is occurring a notable process of chemical risks dissemination associated to hazardous industrial wastes in regional scale, and it s converging to the cement plants locals. This fact proves that environmental control and permit proceeding adopted by the Public Administration don t consider the Precautionary Principle and the directives to Chemical Safety. It presents a proposal whole to contribute to theses directives can being, effectively, considered and used in this case and in the others
