RESUMO

This dissertation is focused on the subject of racial classification, relating it to the Brazilian model of racial relations, classification background, its ideological, methodological and technical implications, as well as the relevance of the issue to set up promotional policies of racial equality. It examines the categories used to distinguish racial prejudice of brand and of origin, and compares the system of racial classification in Brazil and in the United States, relating the logic and the functioning of racial prejudice in terms of origin and intensity of color, and the criteria of racial classification. It also refers to the period of slavery, to the Brazilian model of racial relations, to the myth of racial democracy and miscegenation, among others. Besides this, it creates a problem for the invisibility of racism as one of the major obstacles for its understanding and facing the absence of information on color, its importance for the visibility of racial inequality, actions of the black movement, as well as for setting up equalizing public policies. The relation between politics and information on color, suppression of color in the census of 1970 and birth certificate, in 1975, are also analyzed. Finally, a study of the experience of introducing the subject of color in the project Local Management, Usability and Equality of Gender and Races: an Experience of Public Policies in the Region of the São Paulo ABC. This experience enabled the in-depth study and analysis, the characteristics, challenges and problems of the contemporary introduction processes of information on color, methods and techniques employed, involvement of the community, consistence of the database, the possible analyses and subsidies for the outline of public policies
