RESUMO

Science, Technology and Innovation had become the key factors of economic growth of developed counties and the ones in development. The government recognized the importance of these investments, and by the Federal Constitution of 1988,5, article 218, made it possible to the states to legally guarantee that some their public revenue budget would go to governmental agencies dedicated to research funding (FAPs) in Brazil. Those agencies are often linked to the State Administration of Science and Technology, responsible to implement the majority of research of science and technology in the country, Not all research funding agencies had been as successful as Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) being recognize within the country and abroad. This white paper is to confirm the hypotheses that the success of these agencies is associated to institutional arrangements. Accordingly with a comparative study between the operating models of FAPESP and other agencies, the success of those agencies are not related only on their constant elements in its constitutional device or institutional arrangement, but in their leaders determination, the political will and mainly in the commitment of the scientific community.
