RESUMO

In general, regional development policies aim the strengthening of productive chains and local productive arrangements (LPA). With regards to the Brazilian Northern Region, the fishing sector is being targeted for such policies which seek its capitalization and structuring. In a long term perspective of the regional fishing economy, this may determine the future levels of production and its technological updating. Aiming to contribute to the debate on the outcomes of public policies on fishing activity and its contribution to the regional economy growth, we have investigated the following hypothesis: the public policies of credit expansion, subsidies and tax incentives encourage fishing activity in the Brazilian Northern Region, provide an increase in production and income and improve the well-being of the local population, contributing for the development of the activity at competitive levels, promoting growth in the Brazilian Northern Region. To answer this question, the Applied General Equilibrium Model was used for the Northern Region economy in 1999, because it is understood that these are the most appropriate ones for the problem under analysis, since they have been widely used in studies to learn about the effects of economic policies. The answers obtained from simulation showed that scenery 1, credit expansion by 30%, despite indicating a negative impact on GDP, demonstrated it could improve remuneration of the factors and minimize the negative impacts on the activity, indicating an increase in industrial fishing supply and a decrease in prices. It was also observed a decrease in artisan fishing and aquaculture which may be related to its low competitivity, which has its financial resources drained to other sectors of the regional economy, since the general equilibrium model captures the interrelations between all markets. Scenery 2, tax reduction by 25%, showed more coherent results with tax theory and more favorable for fishing activity economy in the Northern Brazil, showing a tendency for growth in the regional economy. Scenery 3, a decrease in costs by 35% for both industrial and artisan fishing, demonstrated it offers the lowest returns for the fishing activity, despite showing its importance for the regional economy growth, indicating a GDP growth of 0,1334%. It was observed, in all sceneries, decreases in the Northern population well-being, since a decrease in tax collection tends to reduce the supply of other public services for society.
