RESUMO

This dissertation deals with the refferring questions to the process of application of the urban planning institute Special Zone of Social Interest â ZEIS. The study emphasizes, between the instruments of planning regulated by the Law no 10.257/01, the Statute of the City, those which are directly applied to the institution of the ZEIS. A research was made about the application of the Cartography and the Geoinformation areas. Once evidenced that, in a general way, theses areas represent emptinesses inside the cadastre at the formal city. With the goal of characterize passible areas of the application of the ZEIS institute in JoÃo Pessoa, were collected and treated descriptive and cartographic data in a way to subsidize the taking of decision about the characterization of the ZEIS
