Características da implementação do sistema de avaliação da educação superior (SINAES) em instituições de ensino superior.

RESUMO
The objective of this study was to examine the process of implementing the national policy of higher education evaluation (Sinaes), based on case studies of two institutions of higher education (IHE), of intermediate size:one public, a Federal Center of Technological Education (Cefet) and the other private, a University Center, both located in the Northeast region of Brazil. Documental analysis and the analysis of discourse comprised the methodological approaches employed to analyze institutional documents related to the institutions evaluation. Transcribed interviews conducted with members of the evaluation commissions of both institutions were utilized also. Using the public policy cycle and the analysis of public policy implementation as the theoretical framework, the study sought to characterize the process of implementing the evaluation policy in each of the institutions studied. The results of the investigation indicate differences in the process of implementing Sinaes between the two IHE, with respect to the participation and involvement of the institutional actor sand the power, autonomy and mode of operation of the respective evaluation commissions. The study concludes that the legal nature (public or private) of the IHE is a factor that influences the autonomy of the evaluation commission and, as a consequence, Sinaes tends to have a greater impact on private IHE that are small in size, because it is there that the autonomy of the commission is most restricted. Despite this, Sinaes constitutes a public policy that is flexible enough to allow for the utilization of evaluation models that differ significantly from one another, thereby insuring that institutional specificities are respected.
