RESUMO
This work is a result of a research about the experience of the Regional Integrated decentralization and of approximation between the governmental and civil society spheres, these forums carne emerged whit a intuit of contribute to the thinking and the construction of regional development alternatives, in answer to the insufficiencies of state action in face of a fiscal crisis and to the globalization of economy in de ninething decade. They represents, in the point of view of political sciences investigation, new-institutional political adjustments designated to construct synergies and to built social capital to promote integrated regional development
