RESUMO

Regional planning issues acquire importance on regional development thematic. The regional contexts are being in the focus of social and political tensions and show characteristics excessively diverse, as in the national, regional and even lower levels, for example, different occupation patterns that are sometimes urban, sometimes rural. What come out are the complexity of that thematic and the magnitude of the challenge that the articulation of urban and regional planning institutions is. This study was establish over the region called Médio Vale do Itajai, which comprehend fourteen municipalities (a micro region) of the State of Santa Catarina and that, for several reasons, are strongly committed each other. It starts having in mmd the absence of a clear regional planning strategy in that micro region and! overall, the absence of an institufian that take this task to itself. It aimed le think over the necessity of adequacy of planning institutions face the phenomenon of globalization and face the regional planning lived deeply in the Media Vale do Itajaí, aiming lo check the hypothesis that the Association of Municipalities of Medium Valley of Itajai (AMMVI), to be the more qualified to assume the regional planning in the micro region. As specifics objectives, there are: (1) to fundament and justify the necessity in have an institution for regional planning for the Médio Valley of Itajai; (2) to characterize the socioeconomic and physical-natural aspects of the micro region of the Medium Valley of Itajai; (3) to clear the competencies on federal, state and regional, as well as the regional institutions of regional planning and to understand the planning system; under the legal aspect, especially concerning to the federative pact after the Federal Constitution of 1968. (4) to clear the process of decentralization that lakes place in the Santa Catarina State. (5) to identify the characteristics of the institutions of the Medium Valley of Itajai that present potential to develop actions in regional planning. As principal results, it results evident the inexistency of ideal models of intermunicipal organization and that the first hypothesis must be refuted, vis-à-vis that AMMVI wouldnt play the role of institution of regional planning, specially because the lack of adequate structure, as well as by the lack of political will. An structural change, however, especially regarding to budget and other resources, as well as political will in take care of the subject, could change the framework and make the AMMVI a planning institution. Last, as recommendation, it is suggested the necessity to advance in discussion of an institution of regional planning as a different configuration from the existing institutions in the Medium Valley of Itajaí, that could obtain more interaction to the community and that, by that motive, it comes lo have greater legitimacy and longevity
