RESUMO

This research discusses theoretical and empirically the challenges of the social workers professional action, particularly, in the social policy of the public employees of the Brazilian’s federal public administration. The epistemological dimension of methodology here is based on the conception of Weber, using the ideal type as a category of historical-comparative analysis. We analyzed the study object, discussing the concepts of Bureaucracy, Organizations, Administration of Human Resources, Social Needs, Social Policy and Social Work. We also analyzed the development of the bureaucracy and of the social policy in Brazil, detaching the discussion on the social policy driven to the federal public employees, that constitute the partner-occupational base of the social workers professional action in the federal public administration, placing the context in that the social workers are requested. The discussion theoretical-practice is crossed by the analysis of the underlying authority relationships to the processes and established relationships among the bureaucracy, the units of human resources and the professional practice. We analyzed the roles and models of the social workers professional action starting from the construction of an ideal typology that was confronted with the data picked in the researched public organizations. The study revealed the rational-legal dominance about the social workers professional action, denoting an unbalance of power in the relationships between professional and organization. Therefore, it prevails in that context the determination of a model of rational professional action technicianinstrumental under the optics of the organization that surpasses the professionals ethicalpolitical rationality, who is impelled to be resigned in conformity to the purposes of the bureaucratic organizations. On the other hand, the social workers also glimpse perspectives of alteration of the effective order through the invigoration of the collective organization and of the professional qualification in the perspective of working on behalf of the rights of the users citizenship. Besides, it showed that the focus of the Social Security of the Federal Public Employee, derived on the reforms of the State for the liberal adjustment, is the managerial improvement that it seeks, ultimately to reduce the expenses with personnel, to the detriment of the valorization of the public employee, or better, of the social rights of the public employees.
