RESUMO

The objective of this study has by purpose to reflect about the situation of the Auxiliaries Institutions of School - IAE, consisting of the School s Counsil and APM, while the mechanism that (im) possible the transformer participation in the bureaucratic structure valid in Public School. We analyse the establish and the implement of IAE in five Establishment of Instruction of São Paulo Secretaryship of Education State, in the approach quality, employing the use of an open interview and questionnaires. We verify the conception that principals, teachers, servants, students and responsible by the students had about of IAE, School, Hierarchy, Bureaucracy and Participation. We examine the situation of IAE in the normative context that involve them, establishing relationships between the theories presupposed that found them and evidenced practicing in the field search, using as support a theorical reflection about the Bureaucracy and Participation. The conclusion of the work scoring the actuation of IAE while legitimate organ of the establishment, compounding the hierarchy square of scholar bureaucracy, in so far as, to that the IAE can have a transform practice needs to break this condition, building their autonomy
