RESUMO

This study aims to understand how research organizations and their researchers, in interaction with the manufacturing sector, are conducting research activities related to the construction of the possibilities of participation in jatropha biodiesel production in Brazil. Find motivation in the current relationship between society and technology, environment and economy, the search for alternatives for energy generation, in which the production of ethanol and biodiesel are gaining ground on the world agenda. In this context, Brazil stands out as one of the leading producers of ethanol and the recent inclusion of biodiesel in its energy matrix. The Brazilian production of biodiesel has the National Program for Biodiesel Production and Use (PNPB), the rules and objectives to be achieved, which are grounded in regional development by generating jobs and income and the inclusion of family farming as a supplier raw material. Initial results indicate the prevalence of soy as the main raw material and the consequent difficulty of promoting the objectives of the program. The challenge lies in establishing appropriate raw materials. Accordingly, jatropha is highlighted and shows an environment of uncertainty resulting from lack of technical and scientific knowledge about their production characteristics and interest disjointed production and agricultural research. To investigate why this is the focus of this study, conducted from a socioeconomic analysis that combines theoretical evolutionary, institutionalist, and sociology of science. Thus, the study examined the mechanisms of incentives present in PNPB, the National of Science, Technology and Innovation System (SNCT&I), in the National Agricultural Research System (SNPA) and its developments in carrying out activities of research on jatropha. The results show local strategies as determinants of regional research design with jatropha, rooted in private institutions and certain social groups with little permeability to the attempts of coordination envisaged under PNPB, thus underlining the fragility of institutional frameworks aimed at science and technology program.
