RESUMO

This study intends to contribute for the analyses on the sugar and ethanol industry in the state of São Paulo. Our main purpose will be to understand the states policies directed to this sector, specifically between 1875-1941. Law 2.687 of 1875, was meant to develop central sugar mills and authorized the government to provide funds to all companies which built these mills utilizing the most advanced machinery and production methods. This system was based on a separation of agriculture and manufacturing. However, in the Province of São Paulo, most of these central sugar mills went bankrupt. Despite these setbacks, this system created the technological basis for the introduction of modern mills. The old system of agricultural and industrial units would be retaken by the steady increase of sugar cane production and suppliers independence. The sugar production in the First Republic Period was marked by great instability in sugar prices and the appereance of important commercial and refiner groups. The great fallin prices (1929-1930) solidified the general idea that control over the production was necessary to avoid overproduction. Due to such context, the state was given power to interfere starting from the 1930 Revolution. In 1941 with the declaration of Stature Sugar Cane Farming, one of the most important decrees about suppliers protection, who were progressively losing land to mill owners.
