RESUMO

This dissertation sets out to analyse the conduct of the Brazilian authorities and the priva te sector and foreign influence in the copper industry in Brazil. The country s great dependence on the foreign supply of copper, which ranks high in the range of imports, led the Government ta implement the Caraiba project, given that private enterprise did not have enough resources and expertise for the extraction and metallurgy of that raw material, then regarded as being of strategic importance. The inicial project was undertaken by a private company, the Pignatari group, that planned a 20,000 ton/year mine and processing planto Given that the project was not feasible, a State agency (BNDES), took over, building a processing plant for 150,000 ton/year, and a much smaller mining operation. The Caraiba mine cost US$ 700 million, and supplies only 20% of the needs of the metal I urgi cal unit, the rest being supplied by imported concentrate (73%) and CBC (7%) a smallero local mine. Unlike most underdeveloped countries, Brasil - as a primary metal producer - has endeavoured to complete the productive processing chain, from are extraction ta manufacturing of finished products, even though most of are is of foreign origino Through the years, overly optmistic estimates of copper demand have justified the development of projects such as Caraiba and Salobo. However, actual demand, a significant decrease of copper prices as well as the growth and consolidation of the processing industry have clearly shown that non-availability of copper ore is not a restricting factor in the development of the processing industry in Brazil
