RESUMO

As part of an evaluations institutionalization policy, the Health Ministry developed the proposal Qualitys Improvement Evaluation of the Strategy Health of the Family QIE, that is like a methodology of internal management of the services. The proposal is characterized as a participative process that includes the several actors involved with the intervention and direction for the use of the results. This study analyses the proposal QIE, identifying elements that favor the use of the results. The historical evolution of the evaluative practices was analyzed and it was possible identifying in the forth generation evaluators proposal and in the discussion about meta-evaluation significant attention with the purpose and utility of the evaluation in a perspective of the value in use in the scope of decision making. The evaluation focusing on use was identified as one of the main approaches that value this aspect. This way it was made an approximation between the evaluation focusing in the use and the proposal QIE acknowledging the proposal the level of recovery of the evaluative approach focusing in the use and the potential use of their guiding elements.
