RESUMO

The reality of current policies for food control in Brazil has been poorly little studied. Thus the Program for the Analysis of Product Quality -PAQP, developed by the National Institute of Metrology, Industrial Normalization and Quality - INMETRO, was evaluated. The objectives of this study were to characterize the program, verify its influence on govemment control bodies, analyze its effect on food industries and evaluate the repercussions for consumers in the city of Campinas, SP, BraziI. The methodology used was that of program evaluation, aiming at identifying and analyzing principally the results connected to the promotion of food controI. The survey was carried out in the National Institute of Metrology, Industrial Normalization and Quality - INMETRO/ Ministry of Development, Industry and Commerce - MDIC, in the National Agency for Sanitary Control - ANVISA/ Ministry of Health - MS, in the Division of Products of Animal Origin - DIPOA/Ministry of Agriculture and Supply- MAA,in the Brazilian Association of Food Industries - ABIA, in food industries and with consumers in the city of Campinas, SP, BraziI. It was observed that the only foods analyzed by the program PAQP of INMETRO which suffered some action by the govemment control bodies were: ready to drink liquid compounds, cheese bread, milk and milk products. It was verify that an agreement existed between INMETRO and the Division of Products of Animal Origin - DIPOA of the Ministry of AgricuIture and Supply - MAA, with respect to the analysis of milk products, which led to the acceptance of the results of the program for effective control purposes. An agreement between INMETRO and the National Agency for sanitary Control - ANVISA, was at the negotiation stage, and this should eliminate overlapping of actions. The effects of the program PAQP in eleven food industries and six wholesalers and retailers in the Campinas region were verified, and it was observed that the industries did not confide in the methodology used by INMETRO, and were ignorant of the procedures adopted by that body, especially with respect to sampling. The food industries are more concemed about the effect the publishing of the results of these analyses will have on their clients, that is, on the wholesalers and retailers. The role played by the Brazilian Association of Food lndustries - ABlA, was that of a mediator between INMETRO and the food industries. With respect to the consurners in the city of Campinas, of the 255 people interviewed, 104 knew nothing of the program PAQP. It was observed that the younger people with higher educational levels and incomes, were better informed about INMETRO and PAQP. The men demonstrated more knowledge of INMETRO, but on the other hand, the replies were similar with respect to PAQP. Few people effectively remembered which products and brands had been analyzed, nor which irregularities had been found. ln general the consumers knew little about the program PAQP of INMETRO, and the effects of publishing the results of the program were of an immediate nature
