Avaliação do Plano de Desenvolvimento da Escola (PDE) : um estudo longitudinal utilizando análise multinível

RESUMO

The main objective of this dissertation was to evaluate the effect of the Plan of School Development program (PDE) on the proficiency of students in Mathematics and Portuguese using multi-level modeling of data from a repeated measures design. The PDE program used strategic planning of school management, coordinated by the school principal with participation of the school community, to improve teaching quality and to guarantee more efficiency and effectiveness. During a longitudinal research the Ministry of Education collected data of 35,000 students distributed over 178 schools. The research took place from 1999 to 2003, when those students attended grades four to eight of primary school. During this period, six Mathematics tests and six Portuguese language tests were administered, along with socio-economic questionnaires which also involved teachers and directors. Classical Test Theory (CTT) and Item Response Theory (IRT) were used to analyze the psychometric quality of the items of the administered tests. Low quality items were excluded before the total scores were calculated. After this, the method of Angoff was used to equalize the scores of the tests. Factor analysis was utilized to reduce the number of student and school variables obtained by the application of the questionnaires. Finally, a multi-level regression analysis with three levels was carried out to evaluate the effect of the PDE-program on the proficiency of students in Mathematics and Portuguese. After controlling the effect of student and school level variables, the multi-level analysis indicated that participation of the PDE-program is associated with a significant improvement of the school performance of the students in Portuguese.
