RESUMO
This paper deals with implementation dynamic of the National Valuation of High Education (SINAES) in federal universities, referring to internal evaluation, objective of the analysis of institutional evaluation politics formulated and organized by Comissão Própria de Avaliação (CPA). The data were collected through interviews with members and responsible for developing CPAs the work in two federal universities located in Brazils the northeastern. Were also collected relevant documents together IFES and SINAES legislations. For the datas treatment was used content analysis. Presupposed that the uncertainties about SINAES implementation dynamics has hindered the adoption of valuation conception closer to its principles and methodological theoretical presupposed reported in its formulation and legislation. Data analysis shows that the SINAES, through this implementation dynamic, has failed to establish the practice of systematic evaluation based on the subjectivist paradigm, away principles implementation and propositions. We point to the need for deeper reflection on the participation process, achuved results and the impact of the CPA Works in IFES, for self-valuation process improving in the SINAES implementation dynamic. We conclude that the familiarity lack with valuation theory and practice has favored the conceptual gap, but also the mismatch between the proposed objectives and the employed methodology in the CPAs work.
