RESUMO

During the last decades, the changes in the action of governments and profit companies have caused the appearance of social environmental problems, which have been widely discussed by the civilian society. The inefficiency of the government has contributed to the strengthening of the Third Sector Organizations, also known as Non Governmental Organizations NGOs, which search to develop activities in various sectors, among which the localities with tourist activities in natural environments and ecotourism. The relevance of tourism in natural environments and ecotourism are evident in the municipality of Bonito, in Mato Grosso do Sul. In this territory, the actions of the NGOs in the last 15 years increased a lot. In the meanwhile, it can be noticed an insufficient presentation of results, as well as the lack of evaluation of the third sector entities performances. In front of this situation, the objective of the research is to evaluate the performance of these organizations in tourism promotion and local development in Bonito, emphasizing the mechanisms used to evaluate the aspects of efficiency, efficacy and effectiveness. The research has considered the entities that act in the defense of environment and in the education for a better use of natural resources, such as entities that promote tourism. The results indicate that in spite of the partnerships with government, companies and national and international NGOs, the Third Sector Organizations realized the evaluation only of part of their activities and are still a long way from evaluating the efficiency, efficacy and effectiveness of their activities and projects. Even so, the research confirmed the importance of the NGOs in the promotion of tourism and in the local development of Bonito, through the important participation of the civilian society. The fragility identified could be minimized by the strengthening of partnerships with universities, the increase in consciousness of society and tourists and with a greater emphasis on results indicators for short, medium and long terms, which permit the evaluation of performance.
