RESUMO

The evaluation of management of the municipal systems of health is still a practice being developed; but a development under whose analysis? It?s an analysis of the diversity of municipal structures of health associated with the gamut of complexities of the ways to produce and of the ways to manage the health in the Singular System of Health in Brazil. There is still much to develop. The objective of this study was to evaluate a Municipal System of Health according to the perspective of parameters and information about health, with an emphasis on management. The study was developed in the city of Paulínia, São Paulo, while maintaining the seven parameters of quality of the public service?s National Program of Quality, adjusting it by the Singular System of Health?s specifics of production and management. The results show that the Municipal Secretary of Health of Paulínia uses the model of co-management, both democratic and participated, with equalization of the inter-government?s, health workers?, and civilian society?s powers with consistent practices of leadership. The social participation was shown through Municipal Conferences of Health and through the performance of Municipal Board of Health in the completion of their legal attribution. The study showed that the model that was used was called ?Defense Of Life?, that utilizes the lien and responsibility of the health workers organized in multidisciplinary teams and link of customer promoting bigger professional autonomy and the establishments of a new standard model and commitment with the linked population, and it?s extending the perspectives of professional accomplishment with democratic systems of the organization of the productive process and management
