Avaliação de um sistema de gerenciamento ambiental integrado: caso do consórcio Iberê (SC)

RESUMO

The Brazilian policy of Hydric Resources has brought tools to administrate the environment under a new view , the hydrographic basin one, sharing decision power. While its process was being established, and possibly by the improvement of the sensivity inherent to this process, a lot of governmental and non-governmental organizations were created in Brazil in the 90`s to deal with environmental issues. Thus, an experience of participative environment administration was developed in the West of Santa Catarina state, and gaining scope, was amplified to other regions: The Iberê Consortion. Its characteristic is to broaden the political administrative boundaries of the municipal districts, incorporating the hydrographic basin as administrative unit. It covers the municipal districts of Águas de Chapecó, Caxambu do Sul, Cordilheira Alta, Chapecó, Guatambu, Planalto Alegre and São Carlos. This Consortion is considered an organization that gathers the institutional and comunitary stream with interest in the identification of environmental problems, generating collectively created proposals and shared solutions. Among local leaders, methodology, technique and experience, governmental plans and dwelling in society, negotiated considering scientific approches intertwined by living experience, an environment administration pattern was designed and implemented, that institutionally took form of Intermunicipal Consortion, which has judicial personality, autonomous administration structure and its own budget. On this paper the means of identification of the environmental problems of the hydrographic region were presented, in a participative way, and the Consortion prioritary projects were characterized. To evaluate the process as a whole, a qualitative research was carried out, based on the integrated environmental administration methodology, successfully used in coastal management systems. Finally, alternatives to the continuity of the Iberê Consortion (that is dynamic) were proposed, from the strategies evaluated
