RESUMO

This work discusses assessment of transport projects utilizing two distinct methodologies: the traditional methodology benefit-cost analysis and the other, a multicriteria method, the analytic hierarchy process - AHP. The conventional benefitcost analysis (CBA) require estimation of the benefits and costs associated with the alternatives under investigation. The Analytic Hierarchy Process (AHP) is a method that can be used to establish measures for both tangibles and intangibles from physical and social domains of a decision problem within hierarchic structures. The AHP use judgements of pairwise comparisons or numerical data. Therefore, is suggested a procedure that makes use supplementary of both methodologies described above. The procedure consist, basically, in the application, in first time, of the benefit-cost analysis and then using the results of this analysis, is applied the analytic hierarchy process including others variables.The proposed procedure was tested in the assessment of four alternatives to the public transport system of Porto Alegre city. The results showed that the procedure suggested in this work, had a good performance with the treatment of the decision problem analysed
