RESUMO

This text examines the management of the three state parks currently existent in the state o Bahia, Brazil - Serra do Conduru, Morro do Chapéu and Sete Passagens, with special attention given to the participation of local actors. The starting point is a discussion about the concepts of governance as related to legally protected territorial areas and their relevance for the analysis of management processes adopted in fully protected conservation units. A context is provided by the examination of the history, the legal framework and the managerial tools available for protected areas. Following this is a discussion of the major mechanisms for social participation in public policies, with a special focus on the Brazilian conservation unit system and on the mechanisms for its governance. Also provided is a historical overview of Brazilian conservation units, from the first protected areas until today, comparing their situation in Brazil with the situation of those located in the state of Bahia. Based on the principles of good governance, as defined by the UNDP and several scholarly analysts, a methodological framework combining quantitative and qualitative procedures is defined and used. It is based on documentary research, semi-structured interviews and questionnaires applied to members of the management councils of the three conservation units. The results show that the Sete Passagens park is the one that comes closest to a managerial model committed to the participation of local actors and to the principles of good governance. Results should be useful for the development of adequate governance of other types of conservation units in Bahia and Brazil
