RESUMO

The aim of the present study was to analyze, compare and make proper inferences regarding higher education evaluation policy in Brazil, centering on two programs formally adopted: the National Examination of Courses of Study (ENC, or âProvÃoâ) and, currently, the National Examination of Student Performance (ENADE), focusing on the medicine and nursing tests and the degree to which the item content values hospital-centered or holistic aspects. The researcher was assisted by two medical doctors and two nurses (raters), who analyzed the items included in these courses of study in 2002, 2003 (ENC) and 2004 (ENADE), in order to judge whether the questions were to be considered biologically or holistically oriented, or both. The Kappa correlation showed good inter-rater reliability between raters for all three years in both courses of study â from substantial to near perfect. The chi square test showed a statistically significant difference among the nursing tests administered in the three years. The results show a relative equilibrium between the two types of questions in both courses of study on the ENC 2002 and 2003. On the ENADE 2004 nursing test, a rupture with the hospital-centered aspect was observed, with more items of an holistic nature included. For medicine, there was no alteration, considering the discrepancy between the two raters and the non-significant results
