RESUMO

The increasing concern about the environment and with the water quantity and quality generated some works in some distinct areas interested in the problem. An existing line of studies is focused on the institution of the charging for the raw water uses, as it foresees the National Water Resources Policy which is established in the Federal Law 9433-97, as form to take the users will avoid wastes of it, as source of collection for new investments in the sector, or both. This work presents an evaluation of two chosen distinct forms of collection in literature - one with the objective to increase the efficiency (collection for the weighed value of reference) in the use of the water and to another one with the objective to make possible future investments for the basin (collection for the marginal cost) - with respect to its effectiveness in reach the objectives the one that is proposed in situations of water scarcity. For this, an integrated economic-hydrologic model for management of water resources suport, developed and applied, through a Spatial Decision Support System (SDSS-GBHidro), in the basin of the Pirapama river in the State of Pernambuco, Northeast of Brazil, with resources of CT-HIDRO/FINEP. The model identifies the excellent water allocation between the uses under various criteria restricted for the physical restrictions, what allows the simulation of the application of various economic mechanisms of allocation, and gets an excellent social optimum. The optimal allocation would represent the decision of an omniscient decisionmaker, who has the objective of maximizing the whole societyâs welfare. The simulation of the application of the chosen recovery forms would be done by minimizing the deviations in the service, since this is the way the manager institutes proceed after set prices. The economic mechanism assignment is also simulated by the minimization of the deviations in the service, without the inclusion of prices. The results had shown that the charging with the marginal cost does not reach its objective of viably of future investments in addiction diminishing the benefit of the users, whereas the charging with for the weighed value of reference, fosters the most efficient, in addiction presenting a relatively low reduction of benefit. Despite the low collection, in comparison to marginal cost charging, it was observed that in some simulations of collection by pondered reference price, the losses in front of a reduction of water availability in 60% are lesser, even if compared with the simulation without collection (administrative assignments). Thus, in water scarcity cases, the introduction of these forms of collection takes the society as a hole to a better situation, because beyond the lesser losses, it brings a collected sum that should return to the society as investments in the water resources area
