RESUMO

The thesis has as its objective to analyze the relations between the educational project implemented by the state government of São Paulo, in the period between 1995 and 1998, and the conceptions of educational policy formulated by the World Bank, with the manner that professors in the public schools understand these policies, in the context of the social and political changes underway in the last two decades.There are two analytical foci: the first refers to understanding the economic and bureaucratic rationality present in the educational policy orientations formulated by the World Bank and their articulation with the educational project implemented in the state of São Paulo; the second, attempts to understand, in ten state publica schools, the conception that professors have about these policy measures and educational programs placed in practice by the Secretary of Education in this second half of the decade of the nineties
