RESUMO

Nowadays, the international structured finance is much more demanded as a solution for infrastructure projects. Due to the globalisation of the markets and the increasing rivalry, the investors seek for opportunities on developing and barely explored markets, with a view to maximise the return on investments. The markets interdependence and the global consolidation of the financial industry, through mergers and acquisitions, increased the attention to the management of the country risk (cross border risk) involved on international loans. Facing this challenge, the Export Credit Agencies (ECA) have changed their policies and procedures, with a view to address their efforts focused on the market and the attendance of the national interests, through the attraction of new clients around the world, granting conditions for those international investment by supplying a political risk guarantee. Meanwhile, an agreement presenting the main concepts to be adopted on financing transactions must be established with a view to allow the fair competitiveness among the countries. In some extent, the adoption of the Arrangements on Guidelines for Officially Supported Export Credits issued by the Organisation for Economic Co-operation and Development (OECD) is being more and more encouraged. Please, note that, many times, the financial institutions ask for the coverage granted by the Export Credit Agencies on their long term international transactions, which involves the adoption of the policies and recommendations issued by OECD as the framework model for credit loans. Taking these into consideration, this study has the goal of analysing the rules proposed by the Consensus as well as the way the Export Credit Agencies can enact to reach the purpose of fostering their countries exports.
