Articulação Política Regional: A experiência do grande ABC (1990-2005).

RESUMO

This study is the result of an analysis on the regional political articulation in the so-called ABC region. This regional policy was characterized by three regional institutions: the inter-municipal consortium, the Regional Chamber and the Economic Development Agency of the ABC region. We analyzed the interaction between these three institutions, the resulting projects, and the discussion that surrounded these projects during the period 1990-2005. It is well known that from the 1980s onwards, the transformations that have occurred in the international political and economic scenario, associated with changes in the production process, have had a particularly negative impact for the economy of the more industrialized regions of the country. In addition, the process of political decentralization only intensified the organizational problems of Brazilian states and Municipalities. In this context, new institutional frameworks of horizontal integration came up, involving the participation of the public and other sectors of civil society, all aimed at the revitalization of the socio-economic fabric of this region. The research allowed the analysis of the creation, functioning and evolution of the regional institutions of the Greater ABC region. It was possible to observe a new dimension of regional politics, involving co-management between the public sector and the civil society, which resulted in the realization of important project aimed at regional development. The characteristics of this important regional political process and the identification of its contribution to the establishment of new institutional frameworks for regional development in the country convinced us of the importance of this model. More particularly, its results proved to provide important elements in order to explore in depth the hypothesis regarding the role of this regional development experience in re-thinking the model of the Brazilian federation of the 1980s
