Análise econômica aplicada à decisão sobre alocação de água entre os usos irrigação e produção de energia elétrica : o caso da bacia do Rio Preto

RESUMO

This study proposes procedure to examine the issue of water allocation among two distinct uses - irrigation and energy production -, seeking to contribute to water planning and management decision-making processes. Therefore, economic curves for measuring marginal benefits associated to the two water uses in question were constructed and the rio Preto basin was the hydrographic region chosen to serve as case study for this analysis. The technique employed for valuing water to irrigation was the residual imputation approach. The information required by this methodology has been raised from secondary data, as average parameters recommended in scientific studies and official statistics from government institutions. With respect to hydroelectric generation, the strategy pursued for evaluating the water was based on results from simulations of the optimization model used in the planning of the Brazilian electric sector, the NEWAVE. Simulations carried out late in the allocation model AquaNet corroborated to the fact that such an analysis should take into account four main aspects: the kind of irrigated crop, the irrigation and hydroelectric processes efficiency, the region where the agricultural and hydroelectric plants are installed, and the state-of-art of the macroeconomic variables related to these two economic activities. It also might be considered that these findings may be of great value to institutions responsible for water resources planning and management practices, since these organizations are commonly faced with different users located in a same basin, for which there are different purposes of water uses, as well as distinguished benefits associated to these different utilizations. Nevertheless, the procedure proposed herein helps to establish priorities for water allocation, from a perspective of maximizing the economic benefit, so that is taken into account the primacy of public interest over private concerns.
