RESUMO

After the law number 6.938 declared in August 31th of 1981 that institute the National Politics of the Environment, some instruments of control as the environmental licensing had been adopted to preserve objectifying, the improvement and recovery of the environmental quality. In this way, all the activity accomplishes or potentially polluting as the enterprises of partly for urban ends, had started to subject to the previous licensing for environmental organ, where is demanded studies concerning to the environmental aspects related to location, installation and operation, as subsidized for analyzes of required license. An evaluation of two different types of studies (Environmental Impact and Neighborhood Impact Report) was carried out on nine urban enterprises located in the Mestre dArmas Brook sub-basin of in the Planaltina Administrative Region, with the objective to verify the efficacies and efficiency of these instruments for local urban environment management. In such a way, was adapted a methodology, based on evaluation of the efficacy of management of units of conservancies, capable to quantify the main data that interfere with management urban, providing condition for a comparison of the different studies, leading to conclude that, for those enterprises evaluated, it didnt happen positive contributions in environmental management of the territory.
