RESUMO

Tourism is an economic activity that creates jobs and is one of the driving forces for the development of certain regions. The municipality of Costa Rica, which is located in the northern part of the state of Mato Grosso do Sul, Brazil, has a range of potential natural attractions for the development of tourism activities in its territory. The local public agencies have realized the regions tourism potential and have undertaken actions designed to foster that activity. Thus, the main purpose of this dissertation is to analyze the process of implementation of tourism activities in Costa Rica. At the same time it seeks to understand how tourism activities are related to environmental issues, public policies and actions undertaken by the private sector. From the point of view of tourism and its systemic form, the dissertation focuses on approaches to local development, new organizational forms, such as clusters, and development variables. It is an exploratory and descriptive case study, using both qualitative and quantitative methods, including the conduction of semi-structured interviews with public and private actors involved in tourism. It also applied questionnaires to tourists with the purpose of analyzing the municipalitys tourism attractions and to the local population in order to identify its perception of the development of the municipalitys tourism potential. The research project also included direct observations and the analysis of documents. On the basis of its results, it concludes that tourism activities are still poorly organized in Costa Rica, since it could not find a policy based on the concept of economic cluster, involving various economic activities and an integration between government, business community, financial agencies and other representative sectors as a way of leveraging the industrys competitiveness.
