RESUMO

The development of low-income housing projects establishes a business process chain, in which a diversity of agents are involved, with specific objectives, providing many client-supplier relationships. In this dissertation, a case study was developed in a housing company, which was the sponsor of the development of low-income housing projects in the city with about 500 thousands inhabitants. The object of this study was the business process chain of a project developed in a governmental program aimed to the poorest families. The objective of the analysis of this chain was to identify opportunities for improvements as well as bottlenecks in the business process chain, based on process approach, in order to achieve the customer?s (final client) targets. The first stage of this study consisted of a literature review, which resulted in the development of a data collection protocol, used for interviewing the professionals from the housing company involved in the processes. This stage aimed to structuring a preliminary business process chain. It was followed by validation and checking of all the collected information and chain analysis. Four process bottlenecks were identified, for which improvements were suggested: development of architecture design, development of bill of quantities, schedules and technical description of the buildings, development of the social project, and the supervision of the building production.
