RESUMO

Explaining the differentials of economic growth of a country or region is one of the main challenges in the economy. The latest theories of growth of Romer (1989) and Lucas (1988) have focused on the importance of human capital in the growth of the regions due to the spillovers effects that favor growth in the long term. These authors argue that the economic agents should invest not only in physical capital, but also in innovations and in the accumulation of human capital, broad concept of capital that still deserves a more precise definition. These new theories, which came to receive the designation Endogenous Growth did emerge the discussion related to the differential of regional growth issues, as within the same country we can find sharp inequalities concerning to the accumulation of human capital and to incentives for technological innovations . One of the explaining factors of this unequal accumulation of human capital in the Brazilian regions would be the high concentration of income and of Research and Development institutions R &D. This proposal aims the implementation and development of the theoretical model of endogenous growth with the adaptation of a model which includes the Human Development Index - HDI. In the model proposed HDI will be used as a weight to the proxies of human capital and unskilled labor in each region. The model will be adopted and analysed in five regions of Brazil, with in order to compare the differentials of regional growth.
