Análise comparada dos programas de formação profissional rural no baixo sul da Bahia

RESUMO

This study focuses on two vocational training programs for small farmers residing in the rural areas of the Baixo Sul of Bahia. Both training programs were implemented in different contexts. The general objective of the study is to compare the level of social capital among graduates from the two vocational training programs sponsored by SENAR - Serviço Nacional de Aprendizagem Rural and to evaliate the extent of the contributions of the programs to the their results. The investigation addressed the ideology and estrategies of the vocational training programs sponsored by SENAR - Serviço Nacional de Aprendizagem Rural and the DIS-Baixo Sul - Desenvolvimento Integral e Sustentável. The investigation also conducted an empirical research that aimed to analyze the impact of mutual trust on the betterment of life of rural workers. The comparative analysis found theorethical support in the analyzis developed by Robert D. Putnam (1993), that based on a case study in Italy, demonstrated that organized civil society and trust are fundamental sustainable elements for socio-economic development. The results of the research on graduates from DIS-Baixo Sul programs indicate a higher degree of success in the training programs. This finding supports the hypothesis of trust as a very active element in the application of collective results to the rural community. The conclusions about the building of mutual trust in the DIS-Baixo Sul are supported by the analysis of the objective and subjective structure of the Program since 1999. The Program implemented a strategy to reduce conflicts and its managerial structure includes the Fundação Odebrecht and three governmental agencies.
