Amenidades locais versus oportunidades econÃmicas: estimando a propensÃo marginal a pagar pelas Amenidades para as RegiÃes Metropolitanas do Brasil

RESUMO

This dissertation estimates the marginal willingness to pay (MWTP) to local amenities and constructs a ranking of quality of life in Brazilian Metropolitan Regions (MRs). The theoretical approach is based in location decision model and three methods are used to calculate the amenity quality index, the Hedonic method suggested for Roback (1982); Kahn (1995) method; and discrete choice methods, conditional logit and mixed logit. The research used three major source data, the dataset about worker characteristics and housing attributes is based on National Household Survey (PNAD-2004); the climate information in Meteorology National Institute (INMET - 1990 to 2006), and Pollution Data in Climatic Studies and Weather Prevision Center (CPTEC â 2004 e 2005). In short, considering the two approaches that use MWTP to amenities in the calculation of the IQA - a hedonic approach and discreet approach - a hedonic approach presented some results not expected. But the estimates from discrete approach corroborated with our expectations regarding the influence of amenities for the welfare of the workers: the proximity to the sea, the average temperature of July, and the average rainfall of September acting as amenities; and pollution of air, the relative humidity, the average annual precipitation, and the average temperature of December acting as "negative" amenities. We also find evidence from the discrete model that workers have heterogeneous preferences for amenities
