Ambientes organizacionais potencializadores de inovações em bases sistemáticas : estudo de caso do hospital Jorge Valente.

RESUMO

Inovation is a critical factor for obtaining competitive advantage, what means that countries and organizations economic growth directly depends on the innovation degree conceived and executed by them. Ahead of such importance, many researches such as Oslo Manual, Frascati Manual both developed by the OCDE and in Brazil - the ANPEI and the PINTEC presents methodologies to measure enterprises and countries innovation degree. However, the innovative procedures are highly systemic and complex, they vary according to the kind of technology and institutions sizes. Characterizing itself by the measuring high difficulty. In this context, this work intends to verify the promoting factors from systemic basis innovation that shapes the Jorge Valente Hospital organizational environment which is located in Salvador-Ba. The analyzed innovation has conception, execution and implantation process from the Information and Technology Strategical Planning at Jorge Valente Hospital. Guided by theories, the concepts about innovation, innovative organizations, measuring methodologies and the National Innovation System were studied. The empirical research was done at the Jorge Valente Hospital and it was divided into two phases. At the first phase, a deep analysis regarding the hospital in order to fully describe the Information and Technology Strategical Planning (PETI), bring up historical events responsible for building an environment that allows innovation development, achieving the organizational timeline elaboration. The second phase was the quantitative and describable one and out of a nineteen people group questionnaires about innovation and dimension factors analysis were applied using also the Minnesota Innovation Survey (MIS) as a tool. The methodology used for this work was developed by the Innovation Forum at FGV/ Eaesp and has on its core the application of innovative organization case studies. This works achievements confirmed that the Jorge Valente Hospital presents factors that characterize it as a innovative organization and also its innovative factors promotes innovation on systemic basis. It was verified also that the PETIs achievements have been giving the enterprises perfectioning at all aspects and feed backing not only the innovation process, but also the new results attainment.
