RESUMO

The increase of violent crime in the urban centers has been observed year after year. Although the police institutions possess enormous digitized masses of data concerning their activities and the reported crimes, these data are not used to get information that assist the combat and the crimes prevention. The aim of this dissertation is to define a methodology to treat and analyse such data, considering strategies to the minimized use of resources in order to answer the populations requests. Knowing the characteristics of crime events according to their natures, localizations and moments of incidence provides the development of policies to prevent crimes and to predict the resources for all demands. The efficient use of resources during reactive service brings in better conditions to preventive action and the best asnwer to peoples claims for security. This research accomplishes both space and temporal characterization to know how the resources are used by the regulating agencies. This also considers and evaluates the policies for half-shared allocation of resources and dispatching of patrol cars according to the attendance duration and priorities of events. The objective of these strategies is to provide better use with the police resources to efficient combat of crime. It results in a set of tools for the attainment of knowledge from polices data and the aid of sociological analyses of the crimes.
