RESUMO

This research has investigated how the educators, who have participated of the Forum Mineiro for Youth and Adult Education, perceived the participation of collective action in formulating educational policies. The question that directs the work came from my experience as part of the Forum Mineiro and the meeting that brought together the state forums of Brazil, where it was possible to understand the whole movement that involves people who fight for Youth and Adult Education in the country. From there, linking this handling with the Youth and Adult Education process of regulation, in the city of Belo Horizonte, as a method of basic education, and participation of educators in the sessions of the Forum, sets up the scenario for the search. The purpose of this work, then, is to discuss the Forum Mineiro as a collective action and see how the actions taken by the forum have helped the participants of its sessions to interfere in the discussion, formulation and development of public policy for education of youths and adults in the city. An empirical research was made, with a qualitative approach, when seven people who participated in the Forum were interviewed. In addition, a documentary research was conducted in the archives of the secretariat of the Forum Mineiro in documents that dealt with public policies for Youth and Adult Education, in Brazil, and theoretical research to support the discussions about the character of the Forum within the Sociology of Collective Action. The results of this study show two important aspects. The first one is that the Forum is a movement within the society and the academic studies have not concluded the place it occupies inside the collective actions yet. The belonging or not into a specific sociological category, also, is really unimportant to the visitors of the Forum. The second aspect concerns the role that this area is for those who are part of it. Responding to the proposal of work, it is possible to consider that the Forum Mineiro for Youth and Adult Education presents highlighted the importance of its visitors training policy and whether it is in an area of exchange experience for those who make the Youth and Adults Education, acting well, so indirect, in construction of public policies.
