A trajetoria da educação fisica nas primeiras series do ensino fundamental na rede publica do Estado de São Paulo : entre o proposto e o alcançado

RESUMO

This study had as a general objective better understand Physical Education in schools, by observing its trajectory in the first grades of Primary Instruction in public schools of the state of SP. That trajectory basically approached Physical Education, however, an analysis of the context was necessary to consider a wider whole of arrangements which were done to the first grades of Primary Instruction in virtually 20 years and which had direct and indirect results over its trajectory. It was a documented study, with a qualitative approach over the trajectory, which was discussed based on a whole articulated, fuI! of contradictions, therefore, changeable and complex. So, first, the general situation of the basic instruction in São Paulo was focused, checking the role of the State in the formal education of children, setting up its relations to the social and economical contexts. The situation of scholar failure was observed, so we tried to visualize the historical background of the present ideas, since it was possible to notice the persistence of social representations of scholar failure which interfered negatively upon the evolution of school education through the adopted politics. Observing the measurements taken to preventing scholar failure of the first grades of primary instruction in public schools of São Paulo, and trying to understand the accomplishments of educational politics, we intended to analyze them regarding either the inclusion or exclusion of Physical Education on school grades. Through the proximity with the theoretical references adopted by the "Secretaria Estadual da Educação do Estado de São Paulo", the "PCN Sí, - Physical Education, were also studied. At the end of the studies, we concluded that Physical Education, on the first cycle of primary instruction in public schools of the state of SP, appeared to be restrict for children education and for the surpassing of problems related to public education on the state, and that was due, basically, to a series of organizational factors, closely connected to others, such as social, political and economical elements. Thus, Physical Education haven t developed as expected, because even though primary instruction had improved somehow, economical elements prevailed over the educational ones, not allowing Physical Education to develop properly
