RESUMO

This is study has the purpose of identifying how the State Government participative proposal becomes real in Public Politics Administration for sports and entertainment by the project named âElderly in Movementâ, having as a central axle the relation between participative administration, proposed by Government, and what really occurs in a specific public politics. The task took the elements from historicstructural dialectic treatment as a theoretical and methodological axle, trying to catch both, quantitative aspects as qualitative that constitute social reality by which the aspects related to this study object are expressed. The project âElderly in Movementâ was chosen because it is a model project from Sports Directory and shows different participative characteristics from the other actions developed by that Directory. The data was collected through official documents referred to the project âElderly in Movementâ and through interviews with the administrators and elderly group leaders from the capital and its metropolitan area. The data analysis showed there is a distance between the State Government participative proposal and what effectively occurred in âElderly in Movementâ project concrete practice. Data also pointed out that projectâs practice is traditional since decisions were centralized by technocracy, with no priorities inversion. Society only joins decision in secondary topics without having the opportunity to influence on project creation and on its changes
