RESUMO

This dissertation discourses on the ensino secundario of Santa Catarina state and public schools‟ net during the government of Celso Ramos between the years of 1961 and 1965. Starting at the conjuncture experienced in the postwar period, called period desenvolvimentista, one seeks deep understanding of the relationships established between the state and its educational program, inquiring from this point on, which was the role attributed to ensino secundario how and why. Considering planning as the main characteristic of this time, the focus on PLAMEG I Goals Plan of Celso Ramos Government is a form of state intervention in the educational field. This work transits through many economical, social, political, and educational analyses in the path of interdisciplinary communication between History and Human Sciences. The definition of ensino secundario is defined by the National Law, Diretrizes e Bases da Educação Nacional of 1961, introduced during grau medio and emcampussing ginasial and the colegial student. However, it is the understanding of the make up and the intentions of the desenvolvimentista Santa Catarina state that allows us to identify the configuration link of the ensino secundario of the state‟s education net, in its real constitution within the historical process
