RESUMO

This study was to examine the financing policy of the public high school education in Brazil from the period of 1996 to 2006, in which educational policy went through intense process of changes. Examining the public policy of financing education is essential to reveal how the State prioritizes and is committed to the provision, maintenance and development of public education, at all levels and modalities. This research, based on Brazilian law, in accounting and financial reporting and in official documents of education, produced by institutions responsible for the formulation and implementation of tax policy and funding of public education, especially basic education, has sought to develop an overview of public education in terms of regulation, identity, care, enrollment, distorted age/grade, rates of transition (approval, disapproval and avoidance), assessments and national and international shortage of teachers. From this overview of high school situation in Brazil, this work tried to identify the origin of resources and the aspects of tying revenue from taxes to education, addition to reviewing the impact of public spending and the untying of revenue of the Union (DRU) the costs of maintenance and development of education (MDE), relating them to the volume of tax revenues and results of Gross Domestic Product (GDP) in the country. Finally it, sought glimpse new horizons for high school public education through new initiatives of the central state power of the re(configuration) of the policy of financing, provision, expansion and strengthening of secondary education, including the possibility of integration with professional education.
