A participação dos professores na escola constituinte em Lages, 1998: o escrito, o dito e o feito

RESUMO

The envolvement of the professors in the democratic management of the education is the focus of this research, developed in the Program of Master in Education of FURB, line Education, State and Society, through the EduPesquisa Research Group, in the front of work in Management of the Education, that analyzes the process Escola Constituinte (Constituent School) in Lages, Santa Catarina, in 1998, that it established through the participation of the professors the elaboration of the principles and the laws of the municipal education. From the estimated one of that in that process the participation was sufficiently accented, with the effective and vast envolvement of the educators, the problematic one is constructed through the observed empirical data with the evidences of the interruption of it, which accomplishes in level macro, the management of the municipal education of Lages by 2001 on. The objective was to verify determinatives of the envolvement of the educators in the that process, being had present centrality of the participation in the planning and the democratic management of the education, constituted as object of this study. It had looked for to understand if the envolvement of the professors meant intervention critical or mere submission, from a methodology that the writing crossed, the said one and the fact on the analyzed experience, categorizing the participation in effective, active, indifferent and passive. Front to the estimated ones formulated the analysis evidences that the dynamics of the participation constructed in the constituent process and the management had allowed to breach with a tecnoburocratic management in the education, giving oportunities to the democratic management, characterized for the transformation and innovation. The analysis concludes that the democratic and independent principle assumed collectively allowed to organize a planning constructed for all, therefore the determinatives ones of the critical adhesion of the professors had been the conditions of participation and the execution and efectivation of the objectives and goals established in the debates, guaranteed for the management model; for the respect to the dialogue and the democratic principle that allowed to construct an institucional credibility. The collective commitment with the change and the responsibilities appeared with it, had been the fundaments of the autonomy, resultant of the possibility of dialogue and decision constructed with the Constituent School
