RESUMO

In the early 1990s, the Brazilian government intensifies the modernization speech, identified as a new and supposely definitive stage of national development, articulated with a new international order of neoliberal stamp. The modern speech of Federal Government reveals a conception of education as one of the central instruments of modernity, as way where the creation passes of an efficient social economic structure, however dissimulated under rhetoric that education is an end itself, therefore the effective way of citizenship. In this perspective, this work demands to achieve a reading about what it is hidden in the between the lines of the modern speech, adopted by Brazilian government during the period from 1989 to 1994, specially on education politics. The modernization sign that appears on educational politics reveal the governmental speech acts an ideological inculcation, according to a capacity to act well, with efficiency, is an exclusive attribute of private initiative, then it justifies the conservation, the expansion and the radicalization of basic structures of the capitalism, under the garments of neoliberal model. Governmental politics delineated to Brazilian education articulated it for economic purposes, maneged to disentailed interests from reality and from social needs of the country, retaking the speech of the same society that during decades ago maneged Brazil, intensified for overvalue of technic means, disrespecting the education process as people s purpose and construction instrument of a modernity that would denote enlargement of freedon horizon and social justice. The purpose that oriented this research appears on the purposes of interpreting the meaning of concept of modernity built historically; establishing the connection between the stages of international division of work and the adoption of concept of modernity in the peripheric capitalist society at present; explaining the connection built historically between modernity and education; locating Brazilian educational politics in a social context more vast in the period from 1989 to 1994; and analysing critically the relation between the fallacious speech of modernity and educational politics in this period. In a sense, this work wants to tacke out ideological masks that they were hidden in enlaid politics purposes in modernization proposals of Brazilian society, discussing and analysing through critic-dialectic boarding, the connection between modernity and educational politics, seeking the explanatory comprehension of the speech and the fallacious politics, seeking the explanatory comprehension of the speech and the fallacious in the modern process
