RESUMO

The present research analyses the biggest Brazilian newspaper involvement in favor of Fernando Henrique Cardoso Govern Administrative Reform Proposal. The Reform, made by Constitutional Amendments send to Congress in August 1995 and promulgated in June 1998, it has as main characteristic to end the public office stability, allowing his demission based Union, State and Municipal budget. Besides to register Folha de São Paulo position pro-Reform in its Editorials, this research extended to its news article. It evidenced that the militancy weren t restricted to editorial opinion space and influenced the reality description that took place in news article. Folha de São Paulo "partidarismo", denied by the newspaper marketing, has resulted in 1) the Administrative Reform defense; 2) the support to the Government and its allies; and 3) the attack to its adversaries. The thesis ends with the indication of the ideologists motivations and the politic contingencies that made its journalists to defend in their works both the government proposal and official newspaper proposal
