RESUMO

The present work is a comparative analysis among the civil Intelligence organs of Portugal (ServiÃo de InformaÃÃes de SeguranÃa, SIS), Brazil (AgÃncia Brasileira de InteligÃncia, Abin) and Spain (Centro Nacional de InteligÃncia, CNI). Its fundamental goal is to analyse and explain how authoritarian legacies on the democratic transition processes of the three nations have affected and/or still affect the political-insititutional profile of those organisations, creating barriers that have blocked or still block their process of democratization and the agendas of transition and consolidation. The survival of authoritarian legacies in the Intelligence activity and its placement as an enclave on the field of civilian-military relations consists in one of the most important characteristics of the secret servicesâ political-institutional profile in countries whose transitions did not extinguish entirely the previous regimeâs elements. As strategic institutions inside the Stateâs superstructure, Intelligence services are problematic arenas on the processes of political change. Their personnel frequently evaluate the traits and range of the transitional agendas toward democracy in the context of a struggle for political-institutional hegemony over which military and civilian actors interact with conflicting or even opposing interests. The comparision is based over the indicators External Oversight and Governmental Control (related to institutional accountability), Intelligence Doctrine, Secret of State, Nature of Transition and Militarization. The comparative studies among Intelligence services in the processes of political change still are an fledgling field on the Political Science. In the iberic-south american context, the present work is the first theoretical and analytic effort to understand the specificities of the area and its organisms as an object and as a political-institutional problem. It is, therefore, a mere sketch whose final drawing will depend on a complex game to which are called in as players the Intelligence professionals, academics, politicians and the civil society
