RESUMO

The objective of this thesis is to evaluate a process of communication that will be used in researches on digital literacy (digital inclusion). It is based in theories applied to Information Science and Communication Science and their developments, in order to be used on Information and Communication Technology. The study analyzes the Brazilian experience with the Digital Government Program Citizens Service (GESAC) during four years after the implementation and functioning of 3,850 FTTH (Fiber-to-the-home) sites located in different regions of the country. The theoretical research of the processes of communication suggested in the bibliography from Aristoteles to 2003 is the starting point of this work. In 2005, this research has presented one preliminary synthesis of approach with the objective of analyzing the different models of communication processes, discussing results which lead to new models with emphasis in the process of digital literacy and information and communication societies, analyzing the results of the validation through content production and the effects of the reception and mediation to the social applicability of the method developed resulting in community projects training offices. The overall objective of this study was to evaluate a new model of communication process to be applied in researches on digital literacy with individuals, and individuals and community starting from the production of contents in the FTTH sites of GESAC program, from 2005 to 2007. The first central hypothesis consisted in acknowledging whether the process of communication for the reception and mediation of this set of information used by GESAC program users facilitates the social applicability of the digital literacy when they participate in the elaboration of the contents. It is based in the Habermas theory of the Communicative Action and supported by the method of research-action. The research is classified in the qualitative type where the methods and techniques are based in collecting, analyzing and interpreting the discourses of selected collective subjects. The subjects discourses were analyzed, organized, collected and synthesized through the technique of discourse analysis known as Lèfevre and Lèfevre Collective Subject Discourse (CSD). Questionnaires and interviews were used to collect discursive material. The data and discourse analysis highlighted the explicative dimensions of the validation of Todos-Todos Communication Process and were accomplished under two points of view: first, related to the conceptual model and second, through the empirical aspect of the research in order to fulfill all the specific objectives. It happened through the content produced by the system users, the effects of the acceptance by the cultural identity of the communities involved, the mediation of the access to education and social applicability of this govern initiative together with the subjects of this research in the computer literacy and communication workshops. The discussion of the results also found difficulties related to the learning process and formation of social nets that are efficient for this policy. In the conclusion, relevant aspects about the identification of problems in the management, conceptual difficulties about the model of digital inclusion, the lack of monitoring and assessment policies at GESAC were discussed, besides the pedagogical practices in loco used by the Social Implementation individuals.
